I have email that I received that only has URLs that starts with https://storage.googleapis.com/. Can I consider this spam?

I received an email that only has URLs that start with 
https://storage.googleapis.com/.  Can I consider this spam?

Maybe combined with some other test.  Like it has an html box to click?
