No SARE tests are apparent.

Are network tests disabled? Check your spamassassin/spamd command line
for "-L" and remove it if present.

Have you installed any SARE rulesets? If not, visit
http://www.rulesemporium.com/ and grab some rulesets.

You also might want to upgrade to 3.1.3 or 3.1.4, and make sure you're
running sa-update at least weekly.
