My first post to this list, but anyway... dreamhost.com gives you full shell access, webmail, Maildir format, procmail (I don't have experience with it but you can probably tie in what you need there), full htaccess options for webspace, etc. etc. I moved a personal domain of mine there and haven't looked back.
