(I am tired of seeing these in the logs. They are MOSTLY SARE rules. They
don't affect scores. But they do rather fill up the maillog files.)

DIGEST_MULTIPLE in 20_net_tests.cf
   depends on DCC_CHECK which is in 25_dcc.cf
   For this I'd suggest an "else" to allow defining score DCC_CHECK 0.
