Without accurate user lists, backup mx will be source of massive backscatter as messages are accepted for invalid users and then rejected by the primary. Getting user lists synced from the primary sites will be difficult given all the different mail servers and different ways they store their user info. You could try to use callouts to the primary to establish whether a user account is valid before accepting the message, but then you arent much of a backup when the primary goes down. It isn't crazy but it is not trivial to do backup mx well. -Aaron
