This is an installation issue, and my general advice is don't try to
build it yourself if you have a package manager.  You still haven't
given us *any* details about what you're running:
Linux/ Windows?
If Linux, distribution?
Version of SA?
Version of Perl?
etc. etc. etc.

If you want free help, the least you can do is take a few minutes and
give a complete picture of the issue you're experiencing.

No, SpamAssassin can be run without the daemon/ service.
