86% of URIBL_JP_SURBL hits also hit URIBL_OB_SURBL
66% of URIBL_JP_SURBL hits also hit URIBL_WS_SURBL
56% of URIBL_JP_SURBL hits also hit URIBL_AB_SURBL

The default scores are assigned by analysis of the combinations of rule hits. See http://wiki.apache.org/spamassassin/HowScoresAreAssigned and the discussion of the Perceptron.

Assigning any given single rule a poison-pill score (or nearly so) is generally a bad idea.
