Domains cost about $10 a year. Static IP addresses depend on your ISP. Some are cheap, some are not, and some won't do it at all. However, you do not have to have a static IP. You can use a service like DynDNS.org , which I think is about $20/year (they have free hosting, but for a mailserver you're not going to be able to use just the free dynamic DNS service).
