I'm not sure if escaping the "@" symbols is required or not, but try this:

header      __ENV_FROM_DHL        Received =~ /envelope-from [^
\@]+\@dhl(?:[-_][^ .]+)?\.com/i
header      __ENV_FROM_UPS       Received =~ /envelope-from [^
\@]+\@ups\.com/i
