Most rules are boolean and have a value of 1 or 0. They can have other
values, firstly through the use of "tflags multiple" which means the
rule counts the number of matches, and secondly through the use of
meta rule arithmetic e.g. 

meta BAR     1.1*FOO1 + 0.5*FOO2
