Rules are not always published every night. The publishing of rules is
driven by an automated process I'll refer to as RuleQA.
The RuleQA requires a certain amount of spam and ham corpora checks from
masscheck submitters. Unfortunately, we have been missing the threshold
for the past week or so and it might take another week to sort things out.
There is nothing wrong with your server however there are rules still
generated for the project just not published because of the way the
ruleqa didn't meet the threshold.
You might find adding our ruleset is helpful in the meantime:
