SpamAssassin at scan-time that it should not run SPF or RBL checks on
a particular message, which isn't based on a hardcoded per user or
IP setting.

If you can insert a custom header for those users/IPs before passing the message to SA, you could write custom SA rules that counter the SPF and RBL checks' scores if that header is present.
