dcc has its own whitelists...

but the point is already explained: apparently the mail was not bulk,
because dcc didn't hit, although the check was apparently done.

note that you can run dccifd daemon locally and that will speed up dcc
checks if spamassassin's dcc_dccifd_path option is set.
