APR is needed by Subversion regardless of the network server used.

You probably want a colon between the first two paths, although this won't help.

Yes...the binary was built to be ran from /opt/subversion.  Running anywhere 
else will fail miserably.  Thank the AIX compiler/linker.  There isn't much you 
can do without trying to use another binary or building it yourself.
