If they provide a switch to enforce such a setup, it becomes some kind of an official way to create a setup "nobody" really seem to want and whoever used the switch to create such a repository layout will blame the devs if they do something in future which is incompatible with this layout, because one "just" used the --force option. Especially if you are using scripts to create your layout, it should be fairly simple to add a directory move.
