Lookups will still return AAAA records even if all of your nameservers are IPv4. In any case, I can access a SVN repos over HTTP to an IPv6 address using TortoiseSVN 1.7.x and 1.8.x, but I only have IPv4 nameservers. From the error message you're getting, it looks like svn is having trouble resolving www.nlnetlabs.nl when your nameservers are IPv6. However, when your nameservers are IPv4, I suspect svn will still connect to www.nlnetlabs.nl over IPv6.
