I tried allready, but you can't get svnlook to use a certain encoding. (windows 
change code page chcp has no effect)

No; JavaHL does not have bindings for the svn_fs API. It does have bindings 
that emulate svnadmin, but not svnlook.

(I guess you mean JNI). You could, of course. You can start by looking at

   
subversion/bindings/javahl/src/org/apache/subversion/javahl/SVNRepos.java

and adding methods that expose svnlook features. If you do, please send patches 
to our dev@ list, we'd surely want to include these features.

Be aware that the JavaHL implementation is not the cleanest or most obvious 
code, though ...

You can use Python or Perl or Ruby, or of course C, or just call svnlook 
directly.
