The first sentence of the first paragraph on that page says, with emphasis:
The Apache Subversion project*does/not/officially endorse or
maintain*any binary packages of the Subversion software.
Please don't assume endorsement just because the project publishes those
links. They're a service to the community, no more and no less.
You don't say what you actually need (other than that it "run extremely
well", which is not very specific). It might be best if you try them all
and see which one best fits your requirements.

I am in the process of trying to find an SVN.EXE client for Windows
operating systems (e.g. Windows 2022).
In the past I had used the COLLAB NET SVN client.
But COLLAB NET has been absorbed by a company called DIGITAL AI –
which no longer provides COLLAB NET’s products.

I browsed your Apache SVN site:
https://subversion.apache.org/packages.html
On that page I found the below list of SVN binary providers.
I am looking for the most robust/reliable SVN.EXE client for more
recent Microsoft WINDOWS versions (e.g. WINDOWS 2022).
Windows:
SlikSVN (32- and 64-bit (x64 and ARM64) client MSI
TortoiseSVN (optionally installs 32- and 64-bit (x64 and ARM64)
command line tools and svnserve; supported and maintained by the
TortoiseSVN project)
VisualSVN (32- and 64-bit client and server; supported and maintained
by VisualSVN)
Cirata (32- and 64-bit client and server; supported and certified by
Cirata (formerly WANdisco))
PoshSvn, primarily a PowerShell client but also includes the standard
command line tools; maintained by Timofei Zhakov.

Because Apache lists these on the site above I assume they are ALL
reliable.
Can you personally recommend which is the best?
NOTE -- the system I am working on has to run extremely well, and
SVN.EXE usage is crucial,
