if you want to develop the actual framework code it's probably a requirement. If not, I don't know. It's what it used to be before. You can download each official release like everyone else. For some reason your question feels a little bit like bullying. I've seen you ask it now at least 10-20 times on this mailing list and on Howard's blog. I think you've asked it enough.
