t5: no root element has been defined

Am I really this dense? I just can't get this to work.

Simple hello world Start.tml
Start.java in package described in web.xml

Using Tapestry 5.0.5

Try my local:8080/Start and get this

java.lang.IllegalStateException
No root element has been defined.
As a matter of fact, any Tapestry page, same error.

Start.tml in webapp (web root)
<!DOCTYPE html PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN"

<html>
<head>
<meta http-equiv="Content-Type" content="text/html; charset=ISO-8859-1">
<title>Insert title here</title>
</head>
<body>
Hello world.  Start.
</body>
</html>

Start.java
package me.test.web.tapestry.pages;
public class Start {
                 public Start ()
                 {

                 }
}

What can that error mean?
java.lang.IllegalStateException
No root element has been defined.?

Thanks
