Sounds like the .tml file is not being copied over to the output directory. Generally, the .tml doesn't go (under src/main/java) with the .java file, but under a parallel package under src/main/resources.
I don't use NetBeans but that's a start: make sure the resource files are being copied into the right location to be picked up by the running application.
