Hah!  I figured it out; only one of the apache directives in httpd.conf 
should be used, not all 3:

   #AddType text/html .jsp
   AddOutputFilter INCLUDES .jsp
   #AddHandler server-parsed .jsp
Thanks for everyone's help.  I'm now a happy camper.
