I believe, that one has to use quotes in command line parameters to surround 
whole parameter, not only its part. Thus following are correct:

"-Dfoo=bar" "-Dfoo=bar bar"

while these are not:

-Dfoo="bar bar"

Its shell's job to parse quotes, wildcards, etc.

You have to verify quotes/parameters handling on bare tomcat instance. 
Otherwise, you should raise a bug to maintainers of third party tool you use to 
manage tomcat with.
