Hmm. That looks like a 64-bit JRE but the error you are seeing is only seen with 32-bit JREs. Can you try installing 9.0.23 and see if that works? If it does you can simply copy Tomcat9.exe from your 9.0.23 install and replace the version in 9.0.24 as a work-around.
