SERVICE_CONTROL_INTERROGATE is a standard Win32 service control request documented here: https://docs.microsoft.com/en-us/windows/win32/services/service-control-requests If there is a management application installed on the server that interrogates installed applications, services, inventory, etc. I could see this as a normal message.
