Like Rainer said it blocks in SSL.initialize(). Wait few minutes...
Now, a param for AprLifecycleListener named
SSL.randSet("/dev/urandom") might help, although it doesn't exists.
BTW, I'm not sure that even yours SSLEngine="on|off" works either
(its always "on" thought)
