I naively tried relocating the catalina.jar to /common/lib, and got the below error. Peter has a good comment to this problem in his reply, so I'll continue the thread in response to his mail.

you have a JAR file from the Tomcat distro sitting in your webapp's
WEB-INF/lib directory?

If so, you'll need to figure out how to deploy the JAR in one place but
use it everywhere ($CATALINA_HOME/common/lib for TC 5.5 and, I think,
just $CATALINA_HOME/lib for TC 6.0).
