Hi, I think the mailing list archives are full of people with IIS - or Apache - fronting Tomcat. There is a very good article that explains the technical reasons http://people.apache.org/~mturk/docs/article/ftwai.html
Also, there might be cases where the reasons are political, or when the environment is very heterogenous, or combinations of the two.
