Should also look at the servlet spec, which defines the structure and
content of a webapp:
http://jcp.org/aboutJava/communityprocess/mrel/jsr154/index2.html

Since the OP referred to "packages" rather than "webapps", I suspect he
or she is unfamiliar the underlying concepts.
