Thanks for your help Chuck, I probably should have installed a 'real' version
as you said but I did figure out the problem.

Under the work directory, the directory for my webapp has it's permissions
set to root.  I don't know how this directory got created but, once I
changed the permissions to tomcat55 it worked great.
