Some Struts users have reported the following causes to this problem:

1. An actual XML parsing error
2. Java version mismatch
3. xerces.jar version mismatch or overlap

What version of Java are you running?
Do you have xerces.jar in your webapp's lib directory?
What version of Tomcat are you using?
