OK. So... let's get this straight.
- When Tomcat is NOT RUNNING
- You want the NOT RUNNING Tomcat
- To somehow start itself when a request comes in?
You can't do it with Tomcat, you might be able to do it in other ways,
depending on your OS and exact requirements. What OS is the Tomcat server
running on?
