check if you have a residual mod_jk.so Listener in server.xml e.g. 

<Engine ...>
    <Listener className="org.apache.jk.config.ApacheConfig" 
modJk="/path/to/mod_jk.so" />
</Engine>
also check to see of mod_jk auto-configure in $APACHE_HOME/conf/httpd.conf
    #To be added at the end of your httpd.conf
    Include $TOMCAT_HOME/conf/jk/mod_jk.conf-auto
