Under Ubuntu, there is probably a file /etc/default/tomcat, which is
invoked by the tomcat startup script in /etc/init.d.
In the file /etc/default/tomcat, there should be a line like
TOMCAT_SECURITY=YES
Setting it to NO will diable the security manager.
