Fix the procedure and get rid of some of the moving parts. Replace the 4.1 Tomcat with a useful version, and don't run it under Eclipse (which likes to use its own configuration for Tomcat, hidden from view, ignoring yours). Best if you test with whatever servlet container you have in production, otherwise the usefulness of your testing is somewhat marginal.
