So tell us the exact version of *one* Tomcat you tried that has the problem, along with the JRE or JDK version you're using, how you installed Tomcat, and how you're starting it. Just as a guess, it looks like you might be using a server.xml that doesn't come from the version of Tomcat you're trying to run.
