It's doing whatever it's been told. Unfortunately, you haven't told *us* much. Tomcat version? JVM version? Platform? Contents of ROOT/WEB-INF/web.xml? Contents of ROOT/WEB-INF/urlrewrite.xml? URLs you're trying?
