It looks like you installed the tomcat version which is shipped with SLES 11. This version is very outdated (some years old, lots of bugs and security vulnerabilities fixed since then), better install a current Tomcat downloaded from http://tomcat.apache.org. It has both contexts (/manager and /docs) deployed.
