Don't know where you tok this from, but the official documentation is
availabl at:

http://tomcat.apache.org/connectors-doc/index.html

The list of workers.properties attributes documented at

http://tomcat.apache.org/connectors-doc/reference/workers.html

will tell you, that "cachesize" and "cache_timeout" are deprecated, and
the default value for cachesize is far from disabling the connection cache.

Please inform whoever you quoted that he or she is spreading nonsense.
