The DataTable (the Panel) is used with <table> HTML element.
<table> can look like:
<table>
   <tr><td></td></tr>
</table>

or
<table>
<thead><tr><th></th></tr></thead>
<tbody><tr><td></td></tr></tbody>
<tfoot><tr><td></td></tr></tfoot>

With your markup you create invalid HTML.
I guess this is the reason why the browser doesn't render it.
