You don't need XEM (XWiki Enterprise Manager) for this. XE (XWiki 
Enterprise) will do just fine. XEM allows you to easily create and 
manage virtual wikis, but the support for virtual wikis is already 
present in XE. Anyway, from what you say, you don't need a multiwiki 
environment.
