Hello Dmitry,
My stats configuration are 1 (enabled) .
I think the problem is related with oracle and with this following method:
#set ($myviews = $xwiki.statsService.getActionStatistics('view', $scope,
$period, $step))
I am supposing that this query is not returning any value.

Default settings for the statistics option is off. Check this:
