Subject: Converting Metric to English Standards

Description of Issue(s):
With the passage of TEA-21 in 1998, the Federal mandate to convert from
English to Metric was removed.
According to the AASHTO state survey, the number of states that are either
using English or reverting
back to English standards has increased from 3 in 1998 to 31 by the end of
2000. NJDOT is the only
Transportation agency in New Jersey that is using Metric standards and over
98% of the existing NJDOT
highway system has been constructed under English standards. The
construction industry, county &
municipal engineers and other transportation agencies have requested NJDOT
to convert back to English
standards and the NJQI Interagency Committee is in support of the
conversion. Based on the national
trend and the current use of English standards adopted by other State
Transportation Agencies, the
Department has decided that all NJDOT new start projects are to be designed
and developed using
English standards (except for In-House projects) as noted below.
Corrective Action Plan:
In order to allow the development of projects with English standards, new
Baseline Documents are
currently being developed. It is anticipated that the following Department
Baseline Documents will be
available in updated English versions in June 2001.
� NJDOT Standard Specifications for Road and Bridge Construction
� NJDOT SI 2000 DOT1
� Standard Pay Item Numbers
� Roadway Design Manual
� Bridge Design Manual
� Standard Roadway Construction/Traffic Control/Bridge Construction Details
� Sample Plans
� Standard Electrical Details
� Electrical Materials EB Specifications
As soon as these documents are released by the Department, the following
guidelines will be in effect and
are to be used for design plan development and permit applications:
� All NJDOT new starts, where consultants are performing the work and the
base map survey has not
been completed will be developed using English units.
� All NJDOT new starts, where In-House design personnel are performing the
work, are to be
developed using Metric units. When the Department CADD system is converted
to the English
system, all new starts are to be developed in English units.
� Current NJDOT projects that have been developed using Metric units and
have not been converted
are to remain in Metric.
� Current NJDOT projects that have been developed using English units are to
remain in English.
� Plan submissions for Developer and Local Aid projects are to be developed
and submitted
