Well, this just reinforces my assertion that a bottom-up approach is pretty much 
doomed to failure. Without reinstatement of a Federal mandate, I pretty much expected 
this given the current state of non-metrication in the States.

I would rather focus on writing my congresspeople and getting others to write in 
support of amending the FPLA. At least there would be a victory in that!

With the passage of TEA-21 in 1998, the Federal mandate to convert from English to 
Metric was removed.
According to the AASHTO state survey, the number of states that are either using 
English or reverting
back to English standards has increased from 3 in 1998 to 31 by the end of 2000. NJDOT 
is the only Transportation agency in New Jersey that is using Metric standards and over
98% of the existing NJDOT highway system has been constructed under English standards. 
The construction industry, county &
municipal engineers and other transportation agencies have requested NJDOT to convert 
back to English standards and the NJQI Interagency Committee is in support of the
conversion. Based on the national trend and the current use of English standards 
adopted by other State Transportation Agencies, the Department has decided that all 
NJDOT new start projects are to be designed and developed using English standards 
(except for In-House projects) as noted below.
