?? What is a measurement system' if not *science*, Jim??? You're missing the
fundamental point here that IT IS, period!!!

But of course, it has to have teeth, otherwise why bother, right? Therefore,
*empower* such authorities for them to do their job. Congress would have done that.
Even in a country of freedom and all like the US there is still law and order, Jim.
Use whatever mechanism or means necessary to accomplish that.

If all stakeholders are made subject to these standards bodies authority they would
simply have no choice but to abide by their directives. It's the law! On the other
hand, of course, they are not to be perceived as goons themselves and I do support
'education and capitalistic pressure' as you put it as possible means to bring them
into compliance. They would have to act responsibly.
Therefore, I submit that they would come up with peaceful effective and efficient
means to get the marketplace to comply, like the setting up of a Metric Board,
timetables and the likes. The "metrication" responsibility would fall on them to
perform. And I cannot think that they would want to alienate these stakeholders by
doing this in a fashion that would prejudice them. However, given that the law
applies to ALL there wouldn't or couldn't be opportunities for some to be different
and remain using ifp as a competitive advantage tool. That's the beauty of it all.
Take this aspect out of the hands of politicians and into the hands of "the science
guys" where it BELONGS!!! Noone could conceptually argue against that anymore for
Congress itself would have recognized that it's the realm of scientists, NOT the
common man on the street! ;-)

There is no need for confrontation here. I'm in essence addressing this issue from a
fundamental philosophical point-of-view which I feel even you would be forced to
agree! ;-)

Take care.
