Only for products under the current FPLA, with exceptions.

Terry,

Confusion *is* the real situation in the US.  Defense of turf prevails.

In the US, regulatory authority is shared among the FDA, USDA, FTC,
EPA, BATF, some lesser Federal agencies, and the fifty States.

Federal laws on packaging and labeling (not only the FPLA) direct each of
the Federal agencies, respectively, and the laws are not uniform .

Most regulations (implementing the laws) with respect to SI and non-SI
are consolidated in NIST Handbook 130, item by item.  Some are controlled
by Federal laws and others are under the independent control of the fifty
States.  The NCTM attempts to achieve uniformity among the States by its
UPLR, but some States decline to accept all aspects of the UPLR.

Name a product and I'll try to determine from HB 130 (2002 Edition) which
authority has jurisdiction and the current requirements wrt units.
