With this type of thinking, we might as well not have cars and return to horse and buggies. If you want to prevent pedestrians from being hit by cars, they should stay off the streets. Streets are for cars, and sidewalks are for pedestrians. If this idea ever takes root, guaranteed, there would be an anti-metric backlash as a result and a lot of law breakers.
