Both the 2.5" and 1.8" are the diameters of the medium itself -- sometimes
referred to as the platter.

The depth of the casing looks suspiciously like hard FFU -- namely 0.5".

They seem to have opted for using a mixture of hard SI and hard FFU.
However, as their OEM customers will only be concerned with outside
dimensions, operating voltage, current draw, and interface specifications
(and possibly mass), the consortium passes the SI purity test on those (or
at least on the subset they've specified on the web site). The actual
diameter of the disk itself is of no real interest to anyone but the
manufacturer (although the platters may conceivably be supplied by another
company specializing in disk media).
