My understanding, Harry, is that this setting is hard-coded into cars on
a per-region basis, and needs to be changed as a full country-code
change inside the car's computer.
I don't know of any aftermarket tools that allow you to do it. Have you
checked with a dealership or called Toyota of America? I'm sure with
enough persistence, you could find someone who knows how to do it.

I had a Honda Insight a few years back that allowed one button push to
change absolutely everything to metric, or back again. Great
solution, costing the manufacturer pennies, I bet.
