That is the place where your proposal likely would fail: "requesting Congress to pass a law".

Before you can even come close to that, you have to persuade a sizable number of them to even consider the metric system to be something worthy of their consideration, and I don't think that will be done any time soon.

He goes on to ask:
Is this date viable?

Don't worry about the date for finishing the project of metrication; the problem is getting the powers that be to even consider starting it.

PS The date 10-10 (0ctober 10) is already recognized annually as Metric Day and the calender week containing 10-10 is Metric Week. Making something special of it in 2010-10-10 is a worthwhile thought.
